DIRECTORS
DR. SALLY CARDER
Board President
Through education, faith, and community leadership, Dr. Sally Carder has spent her life in service to others. After a distinguished 40-year career in education, including serving as President of National Park College, she retired in 2014 and redirected her passion toward serving individuals experiencing homelessness and poverty in the Hot Springs community.
As President of the Friends of the Community Resource Center Board and a member of St. Luke's Episcopal Church, Sally continues to lead with compassion, wisdom, and a deep commitment to serving others. For more than a decade, she has been actively involved in street ministry and volunteers as a consultant for the City of Hot Springs on issues related to homelessness and poverty, working to create meaningful, long-term solutions for those facing hardship.
Sally believes strong communities are built through compassion, collaboration, and a willingness to meet people where they are.
Her lifelong commitment to service and unwavering belief in the potential of every individual continue to shape the mission and vision of the Community Resource Center, inspiring hope and lasting change throughout the community.
BOYCE MITCHELL
Board Vice President
Boyce Mitchell has dedicated his career to serving individuals experiencing homelessness and helping connect them with the resources they need to build stable, healthy, and independent lives. As a PATH Specialist in Hot Springs, he works directly with individuals facing crisis, assisting them in accessing housing, healthcare, and critical support services while witnessing firsthand the resilience and determination that exists within every person.
Boyce's connection to the Community Resource Center grew naturally through this work. Having seen the impact that coordinated, compassionate care can make when services are brought together in one place, he believes the CRC is more than a resource center—it's a place where individuals find hope, support, and meaningful opportunities to move forward.
Serving on the Board allows Boyce to advocate for the people he works with every day while helping ensure the CRC remains responsive, accessible, and community-focused.
He is especially inspired by the Center's ability to strengthen partnerships, connect people with the right resources at the right time, and create lasting positive change throughout the Hot Springs community.
Outside of his professional and board service, Boyce enjoys spending time with his family, volunteering, and traveling whenever possible. He values experiences that foster connection, personal growth, and a broader perspective—qualities that continue to guide both his personal life and his commitment to serving others.
MICHELLE SESTILI
Board Secretary
Michelle brings decades of experience in community development, nonprofit leadership, grant administration, and organizational improvement to the Friends of the Community Resource Center Board, where she serves as Secretary.
Throughout her career, Michelle has held leadership roles in both the public and nonprofit sectors, including nearly 10 years as a Community Developer with the City of Hot Springs. Working alongside organizations serving individuals experiencing homelessness and ALICE households inspired her passion for helping create long-term stability and opportunity for local residents.
Today, Michelle and her husband, Max, own and operate Amazing Vacations, a glam-camping retreat on their 16-acre property in Hot Springs, which they share with Lemon the dog and six free-range chickens. She also serves as Secretary of the Yes We Can Canning Club and has previously held leadership positions with Low Key Arts, Keep America Beautiful, and the Arkansas Community Development Association.
When she's not volunteering or supporting community initiatives, Michelle enjoys baking, gardening, preserving food, listening to progressive and punk music, and reading about pirate history.
KATHY RANDALL
Board Treasurer
A lifelong resident of Hot Springs, Kathy Randel has spent much of her life serving others through volunteer outreach and community engagement. Her passion for helping those in need was nurtured through her lifelong membership at St. Luke's Episcopal Church, where outreach has always been a cornerstone of its mission. Over the years, she has led and participated in numerous programs supporting food security, prison ministry, and emergency utility and rental assistance.
As Parish Administrator at St. Luke's beginning in 2001, Kathy witnessed firsthand the growing needs of individuals experiencing homelessness and poverty in the community. Recognizing the need for a coordinated response, she became part of a collaborative effort among churches, nonprofits, community members, and local leaders to establish emergency shelter services during extreme weather. That shared vision eventually evolved into what is now the Hot Springs Community Resource Center.
Today, Kathy serves as Outreach Coordinator at St. Luke's Episcopal Church and as a member of the Friends of the Community Resource Center Board, where she continues to advocate for compassionate, accessible services that empower individuals and strengthen the community. She believes that lasting change happens when organizations work together to meet people where they are and provide the resources they need to move forward.
Kathy and her husband, Bill, are proud parents of two adult children, Sarah and Joe, and grandparents to Maddie and Lily. In her spare time, she enjoys making handmade cards, knitting, and reading, but her greatest joy remains serving the people of Hot Springs and helping make a positive difference in the lives of others.
